I do not believe somebody who resorts to such fragrant and psychotic levels of hatred towards his fellow msn, not for things that they say or do or believe , but for things that exist solely in their own mind is somebody who should be allowed to continue moving around on the street.
I believe such an individual will inevitably have a psychotic break and attack another on the street purely for that delusion. That one day they'll look at some mild mannered woman on the street, and see some evil nazi in their own mind, and resort to violence as a result.
I do not consider allowing someone with such clear and extreme schizophrenia to continue in daily life around other vulnerable people to be a good thing.
