Is a takeover of world governments by advanced AI something that ultimately is inevitable, like the Sun expanding when it becomes a Red Giant or other natural processes?

Is there any clear way to prevent it from happening?

No.  A malevolent ASI can skip the step of taking over governments and instead just construct and release multiple simultaneous super-pandemic viruses to genocide almost all of humanity.

Or people might realize the danger of unaligned AGI and do a Butlerian Jihad to shut down the glue factory before it is too late.
