It's not even an ICBM anyways. It's a truck-hauled missile, as I understand it. I forget the proper term, but basically, this is a 'medium range' type missile. Comparable to a cruise missile on a ship, perhaps.
They're technically nuclear-capable, but of course this is obviously not.

Either way, it came in response because of course it did. Russia is saying "Hey, we have these missile capabilities too. You can't just use American-made ones with impunity."
