Central examples of a sandwich have thin slices of meat and cheese. A cylinder of encased meat doesn't fit the ordinary expectation of the filling of a sandwich. If you take a muffin and put it between two slices of bread, is the result a sandwich? I'd say that most people have similar intuitions about what kinds of things are sandwiches, and that hot dogs are not included.
