A libertarian could note (I'm not a libertarian, myself, but I want to give that viewpoint some credit) about Xi in particular that he's broadly pursued a pro-business attitude that's involved large-scale investment into human capital within China (as in the 'real' China and not Taiwan). Thus, he's brought about a lot of genuine economic growth.
