Why did the Germans just swap the letters Z and Y on their keyboards? Are they stupid?

I figured that while both languages use the same alphabet, German language has more use of the letter Z than English, thus why the letter Z is located on a more common-used key.

Exactly, there's barely any words with a Y in German, way more with a Z.
