Why are most American bathroom toilets designed so that people deliberately both look out at other individuals when they're doing their business and also get looked at themselves?

Why does this photo, for example, show gigantic gaps everywhere for both being looked at and looking out?[×]

I'm 35-years-old and have never understood this U.S. practice. Can somebody explain it to me as if I was a child? I'm being serious.

Tradition by now, I suppose, and perhaps a cheap standard way to build those things?

Are people supposed to be entitled to privacy or something?
Might as well ask big tech companies to please stop stealing data and selling it to governments and see if they listen.
Also, I try my best to only use my bathroom toilet.

Lots of reasons.

Cheap construction materials and cheap labor means there will be seams in the design that shouldn't be there. Most places aren't as egregious as the example shown.

Cleaning the bathrooms is generally done quickly and sloppy. So there's generally no bottom to allow faster cleaning of floors.

People generally have the tact to not look into the stalls while it's occupied.

I do wish we had a more "room" type stall in America closer to Europe but I wish a lot of things were better in general.

It is the bare minimum in labor and construction material they have to provide.
They would do less but this is the break even point that people settled on. Any less and people would riot, but this is very much a frog in a simmering pot situation.
